The only thing I've found as far as anything translated for this game is an 85% translation for Fire Emblem: Genealogy of Holy War. The other Fire Emblem games show a 3% and 5% translation progress. Another Fire Emblem rom I found had a 10% translation progress. And those are pretty solid sources I got those from. Genealogy of Holy War is probably about the only one I have really found that's close to worthwhile playable in english.

Ok, just did some research bro. Seisen no Keifu is, in fact, Geneology of Holy War which is Fire Emblem IV. I have the translation for the game I can get for you (I can't post the link, since the site also has roms). The translation, as I said, is about 85% complete. I've heard of people going through 90% of the game just fine though.
I know you said you've been able to find partial english translations already so I don't know if this one will be better than anything you've found. Here is a website that has screenshots of the game in English (you can see that it's not just the dialog that's translated).

Unfortunately you may just have to be stuck with an 85% translation of the game. I have other games I've been playing that are about 80-90% translated as well, and it seems the last time they were worked on was back in 2003. It seems that people aren't finishing what they started, for one reason or another. Oh well. Live with what you can get.
