I have cius but i want to get Ashlay...how i can exchange Cius for Ashlay??

Heh, you can either choose Cius, or you can choose Fear and Ashlay (you can get both Fear and Ashlay, but I think you have to pass Fear the first time, get Ashlay, then you get another chance to have fear in your party, check the walkthrough though).

After I chose Cius and checked the walkthrough, it hit me and I remembered about Star Ocean: The Second Story and having to choose between characters.

I checked the walkthrough but that say he is in the arena but i didn't see it

Who are you trying to get? You must choose. When Cius says he is leaving you can select either "let him go" or "come with us."

Once you've chosen Cius to stay in your party, you can no longer get Ashlay or Fear.
