Well im on a 1.50 atm and i want to play SNES so i was wondering if Devhook works with 1.00 or is SNES can be on 1.50?

All emulators can run on 1.50. Some eboots may need to be kxploited first to run, but they all work.

why not update or emulate 1.5 via dev hook?

2. DevHook doesn't run on 1.00

Anyway, you can either kxploit it with a tool such as PSPBrew or SEIPSPTool, or install the custom firmware (Casual v3 is best), and be able to run un-kxploited homebrew.
