"vba-over.ini". It was a Visual Boy Advance fix so I am unsure if it will work for gpsp.

VBA supports Real Time Clock so there's no need for a fix if you are on a computer.
gpSP doesn't support Real Time Clock yet so there's no way to fix if you are on the PSP.

Conclusion: There's no fix for Pokemon time on PSP yet.

What this file does is auto setup games that do not autodetect correctly. The pokemons like emerald, ruby, and saphire did not initally work with the RTC.

Time really isnt important for a Ruby-Sapphire-Emerald era pokemon game, special evolutions are random, and you cant get berries thats all.
