There is too much information to quote, so just take a look at the source webpage (above). You can alctually install the leaked firmware yourself, as long as you have an Infectus 2 modchip installed.
For those that don't know already, it is probably illegal to share so please don't post it on these forums until I can confirm this.

I think Mike Fahey from Kotaku summed up this situation about as well as humanly possible.

"Congratulations! You now have a buggy beta version of the Fall dash update, complete with font errors, missing graphics, and none of the actual features that are supposed to be coming to revolutionize the Xbox Live Experience. In essence, your hacked Xbox now looks different. Way to go."
